If I understand the question, it's not the standards per se, it's *adherence* to the standards, in terms of manufacturing methods and quality control, material spec control, and heat treatment. It's easy to cheat with low alloy/high carbon steels that are over-hardened to meet tensile specs, but have terrible fatigue life due to brittle condition.

Random metallurgy of the feed stock, having poor control of thermal conditions during heading and thread rolling, improperly maintained dies and rollers, worn equipment, etc. - all these can produce a fastener, but not one I'd want on a car or plane I was in...

worked in a USA company making a photographic product. they made millions of photograph
materials and got occasional quality complaints. they installed a high speed scanner that cost
close to a $1,000,000 and could see defects going by at feet per minute and cut out the
bad stuff. Turned out defects were from rain water and a leaky roof. They hung up tarps with hose
fitting to divert water away from machine.

bottom line any company no matter where located does not spend a $1,000,000 on quality
control unless they have complaining customers. who in USA would send a broken bolt back to
manufacturer ?? there is no guarantee every bolt is xrayed and tested for defects unless you
pay more for it no matter what country it is made.

often in any country items are manufactured by a customer asking a buyer to make some
calls to machine shops and items are manufactured. it customer does not have a detail spec
of what he wants made then yes it could be random what quality he gets and more often it is
not of highest cost / quality because it was not requested.

i know in China if you buy metal you can ask for a government stamped spec on metal purchased
and if it is not what you bought the store owner can go to a Chinese jail for a long time. no
store owner will risk going to a Chinese jail.
........ basically if you ask for spec or certification you can easily get it. if you do not ask for it
then what you receive as finished goods is random. same in all countries
